JOB SUMMARY

This position is responsible for assisting with the enforcement of city codes and ordinances.

MAJOR DUTIES

-Interprets and enforces municipal, zoning, and regulatory codes.

-Assists Code Enforcement Supervisor with tasks as assigned; meeting with applicable staff regarding complaints; coordinating activities with other staff and enforcement personnel; communicating code compliance concerns and programs with residential, commercial, and industrial communities; conducting legal investigations regarding violations, gathers and documents evidence; coordinating and conducting follow-up abatement procedures;

-Responds to requests from other departmental agencies; receives and responds to citizen inquiries and complaints of alleged code violations; enforces provisions of other ordinances as required.

-Maintains files and records; prepares reports pertaining to abatements, court actions, daily activities, enforcement actions, and inspections.

-Answers telephone and greets visitors; provides information and assistance; researches and resolves problems.

-Maintains all required trainings.

-Performs other duties as assigned.

Animal Control

-Patrols city to enforce animal control ordinances; issues warnings and citations to owners for violations; picks up and transports animals; assists sick and injured domestic and wild animals.

-Investigates cases involving animal cruelty, abuse, or neglect; investigates animal nuisance cases; collects and submits evidence; takes appropriate action; prepares required reports; testifies in court.

-Snares and transports animals; medicates animals for the purpose of immobilization; cages or secures animals in vehicle; supplies food, water and care to detained animals; notifies owners of impounded animals.

-Inspects and maintains the cleanliness of animal control vehicles; washes and cleans cage areas to prevent the spread of odor and disease; schedules and transports shelter fleet vehicles for maintenance and repair.

-Responds to after-hours emergencies.

Parking/Safety Officer

-Enforces parking ordinances by marking vehicle tires and issuing citations to vehicles parked in violation; maintains time records to ensure accuracy.

-Issues citations for double parking and/or other parking violations, including parking in alleys, loading zones, no-parking zones, fire lands, handicap zones, bus stops, etc.; secures towing for vehicles as required; testifies in court as required.

-Notifies police personnel of road hazards, malfunctioning traffic signals, accidents, and/or emergency situations observed while making rounds; protects the scene by properly placing patrol car; directs traffic and provides crowd control.

-Conducts employee accident investigations, root case analyses, hazard recognition inspections, near-miss reporting, safety inspections, and corrective action analyses.

-Locates vehicles wanted for parking violations and arranges for their removal; marks abandoned vehicles, records vehicle information and location, contacts dispatch to check stolen vehicle status, and impounds vehicles.

-Inspects and performs minor maintenance on assigned vehicle.

MINIMUM QUALIFICATIONS

-Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

-Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position.

-Possession of or ability to readily obtain a valid drivers license issued by the State of North Dakota for the type of vehicle or equipment operated.

-Possession of or ability to readily obtain a valid Motorcycle Endorsement for operation of parking enforcement vehicle.
